Rhonda McKitten is a passionate advocate and former civil servant bringing 20+ years of experience in various roles within the justice system. Rhonda focuses on designing programs, strategies, and policies that foster impactful change within complex systems by strengthening communities and nurturing future generations.

Veteran of the justice system on local, state, and national levels, holding positions in the Public Defender’s Office, Philadelphia Police Department, City government, and within the court system.

​

​

Graduate of Georgetown University, armed with a JD from the Law Center and a BA in Psychology.

CITY OF PHILADELPHIA, PHILADELPHIA POLICE DEPARTMENT

Orchestrated sweeping strategic reform in the City's juvenile arrest process, pioneered trauma-informed Juvenile Assessment Center, and championed new, youth-friendly procedures. Secured $1 million in funding to support project implementation.

DEFENDER ASSOCIATION OF PHILADELPHIA

Collaborated across systems to develop innovative programs for arrested youth and their families.  Secured over  $5 million in grant funding for programs and services.

GEORGETOWN UNIVERSITY CENTER FOR JUVENILE JUSTICE REFORM

Led trainings on achieving racial equity through diversion

ACLU PENNSYLVANIA

Organized and led training sessions and published articles on the subtle, yet profound effects of student-police interactions.

NATIONAL DISTRICT ATTORNEYS ASSOCIATION

Provided national training to prosecutors and law enforcement on fostering  stronger, healthier relationships with their

communities.

PENNSYLVANIA DMC YOUTH/LAW ENFORCEMENT CORPORATION

Co-founded and direct nonprofit providing training and technical assistance to police departments and local government agencies in improving relationships between youth and law enforcement and reducing juvenile arrest rates.
